the Apple Help for Disk Utility does not suggest that you repair permissions twice, but I always do this. Sorry, there was a problem flagging this post. I used the Toast, but the problem started the next time I restarted my machine.
I reset the SMC, the PRAM and the NVRAM and to no avail. Check the disc's surface for scratches and dirt, since these things can prevent the disc from appearing on the desktop.
